On May 20th, the World Health Assembly adopted the first global pandemic agreement. The decision followed three years of negotiations prompted by shortcomings in the COVID-19 response.

The agreement aims to ensure a fair and collaborative approach, regardless of a country’s wealth. It highlights the need for equitable access to vaccines, treatments, and diagnostics during health crises. The assembly emphasized countries will retain sovereignty over national health laws and policies. The agreement does not grant the WHO the authority to mandate lockdowns or vaccinations.

Next, countries will negotiate a system for sharing pathogens and related benefits. The agreement will take effect once 60 countries ratify it. The US, the WHO’s largest funder, has announced it will not join the agreement. It is set to withdraw from the group next year.
